Michael Sicsic

Managing Partner • Sicsic Advisory

Michael Sicsic is a senior executive in the field of risk and regulation in the financial services sector, with a strong focus on insurance. He has a deep understanding of business models in the insurance sector and its related risks.

He founded Sicsic Advisory, a strategic regulatory and risk consultancy in 2019. Sicsic Advisory is now an established consultancy with 25+ senior consultants operating across the UK, Ireland and Gibraltar.

Michael is the former head of supervision of the retail general insurance sector at the Financial Conduct Authority. Formerly, he spent five years at Aviva as Global Operational Risk Director covering Life Insurance, Asset Management and Non-Life insurance. Previously, he worked over 10 years at GE Capital in senior risk and finance positions across commercial and corporate finance activities.

Michael is a liveryman of the Worshipful Company of Insurers.

Jerome Sebart

Director • Sicsic Advisory Ireland

Jerome is an experienced risk and finance professional with a 20-year track record and a strong international background, having led risk functions in France, the UK, Singapore, and Ireland.

Jerome joined Sicsic Advisory in January 2024 to lead our operations and our development in Ireland.

He has strong expertise in conduct, governance, operational resilience, data analytics and risk systems. He has successfully led new regulatory changes programmes in various jurisdictions. Lately, he delivered the implementation of the operational resilience regulation in Ireland.

Jerome has spent over 11 years at Aviva covering General Insurance and Life insurance, leading 2nd line and then 1st Line functions. He specialised in risk management from both a 1st and 2nd line perspective. Prior to Aviva, he was a risk and capital manager at GE Capital for 5 years leading regulatory and economic capital initiatives, after starting his career as a consultant.

Garrett Moore

Managing Partner • Clyde & Co (Ireland) LLP

Garrett Moore is the managing partner of Clyde & Co (Ireland) LLP’s Dublin office. With 20 years’ experience at Clyde & Co in London, and 5 years at Clyde & Co Dublin, he is dual qualified in Ireland and England and Wales, specialising in marine and non-marine insurance and reinsurance, aviation, cyber/data protection, energy/renewables and construction. His coverage and defence expertise extends across multiple insurance and reinsurance lines, including property damage and business interruption, CAR, professional indemnity (solicitors, accountants, architects, engineers), D&O, aviation, political risk, cyber breach response, renewable energy, product liability, EL/PL, latent defects and bloodstock.

He is a member of Clyde & Co’s global insurance regulatory group and as well as its aviation leasing and finance group. A native Dubliner, Garrett leads a ten-strong complex insurance team in Dublin, as well as a 20-strong team specialising in personal injury, advising London market, Irish and international insurers and reinsurers on both contentious and regulatory insurance and reinsurance matters under Irish and English law.
