The FCA has published its “Annual work programme” for 2025/6 – a publication known as its “Business Plan” in previous years. Reflecting its new strategy of being a more efficient regulator that provides a more proportionate and predictable regulatory environment, it has a deeper connection to the Strategy paper than in previous years.
Kenneth Underhill will look at what’s included in the programme of work and how this approach differs from that taken in previous years.
At the end of this session, delegates will be able to: –
- Explain the changes in approach to regulatory compliance being adopted by the FCA and the new strategic objectives driving this change
- List the specific areas of focus the FCA will be looking at in 2025-6 and how firms should approach these
- Explain the impact for firms of the changes in approach to non-compliance being signalled by the FCA
- Outline the 4 strategic priorities adopted by the FCA and the specific areas of work now scheduled for 2025/6
- Explain how the FCA will measure its own success, by reference to the published ‘outcomes and metrics 2025 to 2030’ and what these mean for regulated insurance firms
Kenneth Underhill

Kenneth Underhill has almost 30 years in the London Insurance market and is the former General Counsel of Chubb European Group, then ACE. A Director of multiple Insurance Companies operating in over 30 countries with a turnover in the range of $5+billion, he was responsible for Legal, Compliance and Corporate Governance across the EMEA region and had a team of 60 or so. Prior to that Kenneth was a founding partner of the Commercial & Regulatory team at Reynolds Porter Chamberlain.
Kenneth founded ICSR in 2017 and has led the firm through its acquisition by Artex Risk in 2024. ICSR continues to assist firms with the establishment, operation and remediation of their businesses.
